Don't rent a car or leave SF.
Do get a three day MUNI pass which lets you ride unlimited cable cars, trolleys, and buses. Otherwise, cable car rides are $5 because only tourists use them.
I'd start here for a list of things to do.
I'd stick to a couple of neighborhoods if you only had a weekend, but that's just me. In fact, instead of going to Chinatown, I'd go to Clement Street and have lunch/dinner at Burma Super Star. It's like Chinatown, but cheaper.

I once went out drinking with Spanky in San fRancisco, but not at Mr. Bings. When I first met him, he reminded me more of jesus than a republican. After we talked a bit he reminded me more of a republican than jesus, but that may have been due to the fact that I have never actually met jesus in a corporeal form and thus don't have the relative basis of comparison necessary to opine more fully or with more confidence.

Hmmmm, point well taken. It was 2-3 Cabs and a couple of bottles of Syrah (the latter between and amongst the table of 4-5 people). I should have isolated that variable.
Later in the evening, when I went back to my suite at the hotel with my new "friend" that I met at the bar, I thought I saw jesus at one point. Perhaps it was the booze or perhaps she brought a jesus hologram projector with her........
