I think Republicans like Gaetz are acting very rationally. He had leverage and used it. The mistake is in assuming that they are in Congress to legislate. People like Goetz and Boebert are using their positions to play to their base in a way that brings them power and money on the outside.
If McCarthy tried to find a majority working with Democrats instead of Republicans, he would be defenestrated quickly.
McCarthy did not give Gaetz a spotlight -- voters did that.
