Bush served in the military clinton did not. Did he use connections? Sure. So did Clinton and Kerry. But only Clinton managed to use them so effectively as to escape all military service.

And Clinton did not despite the fact that graduate student deferrals were no longer available. He was eligible for the draft when he graduated from georgetown, yet managed to avoid any induction for a year while in England.
