And let's not forget the other borders. I think there's a fair amount of movement over the VA-NC line, and the good folks in Richmond are likely to be pretty sensitive to that border, as it's almost in their back yard.
In any event, there would seem to be a clear net gain to DC, even if the surrounding states put in place reciprocal taxes.
