It's not a game of counting up the number of sources on each side of an issue. Condi (i.e., State), among others, is supposed to look at all the evidence and come up with an analysis of the most likely situation. If I can get 40 people to say that there are WMDs strapped to the backs of penguins hiding in the NY sewer system, and Hank is down there guiding them to their final destinations via a remote control device, I would hope somebody in DC would look at all the evidence pro and con and decide whether that makes sense. This is the kind of reasoning that got us into Iraq in the first place, and we all know how that WMD hunt turned out.
