Clinton also killed a lot of Serbians when he bombed Belgrade. The purpose of those raids was not to intentionally kill innocent civilians although we knew that some would get cilled. It was collateral damage. Similarly the Bush administration has never intentionally killed innocent civilians. But I think our military has bent over backwards to try and minimise collateral damage (sometimes to much in my opinion). Sometimes I think we should have levelled mosques that insurgents were hiding in.
Saddam Hussein on the other hand intentionally killed at least 300,000 Iraq civilians. Clinton and Bush never intentionally killed anyone innocent. I don't think we can assign any deaths to either of them.
Al Queda and friends are responsible.
