It it worked in Texas we could expand the program to other states. Kind of like Charter Schools.

Well, for one, the problem isn't as bad in Texas as it is in other states (except, in evacuation situations outside of Elgin, Texas, where that 40 mile an hour asshole is still probably trying to figure out where the hell that chick in the red Ford Explorer came from). The armed populace actually makes people much more courteous on the roads than they are in other states.
